Amazon On-Time Delivery Rate: listings deactivated, and how to get them back

What Amazon's notification says

“Your listings have been deactivated because your On-Time Delivery Rate is below the required target”

Seller-fulfilled orders delivered after the promise date at a rate that puts you below Amazon's 90% On-Time Delivery Rate target.

Check Account Health before you draft anything. Since 28 February 2026 Amazon deactivates the listings driving the rate down rather than everything you sell, and offers a self-service appeal that reactivates them. Write a Plan of Action only if that route fails or the deactivation is wider than the listings.

Try the Account Health route first.

Account Health → Other Policy Violations → Product Policy Compliance → find “Order Performance - On time Delivery Rate” → Submit Appeal. For most sellers that reactivates the listings without a Plan of Action and without paying anyone. Come back here if it does not work, if you have missed the target repeatedly, or if delivery performance is cited inside a wider account deactivation.

Two separate 90% rules. Different scope, different consequence.

Do not call these “the 90% supplier score”. They are two rules with different scopes, and using the wrong name in an appeal signals you did not read the notice.

The threshold

On-Time Delivery Rate must stay at or above 90%. Arithmetic, not narrative. Give Amazon your current rate, your order volume, the cause, and the dated operational change — but only after the Account Health route has failed.

What gets these appeals rejected

What you need to answer

A Plan of Action for this violation has to address these specifics. Vague answers here are the most common reason a well-intentioned appeal is denied.
